Who gets the Singapore Resident rate?
According to Gardens by the Bay, resident rates cover Singapore Citizens, Permanent Residents and people living in Singapore, including Employment Pass, Work Permit and Dependent Pass holders. You may be asked for proof of residency when buying or at admission. If you cannot show it, you will need to pay the difference for an upgrade to the Non-Resident ticket.
